The Boerne Police Department held its annual awards ceremony on Feb. 25 where several officers and dispatch staff were honored for exemplary service in 2025.
The following awards were given during the ceremony:
- Officer of the Year
- Dispatcher of the Year
- Supervisor of the Year
- Top Gun
- Fit For Duty

Officer of the Year – Jose Salazar
Officer Salazar has served with the department since 2021, primarily on the night shift, where he has become an outstanding officer and respected leader. As a Field Training Officer he has trained numerous recruits, demonstrating strong leadership, knowledge, and high standards that develop confident, capable officers.
During his tenure, Officer Salazar has received two Life Saving Awards – one for rescuing a drowning child and one for saving an elderly woman who was choking and not breathing.
“Officer Salazar consistently demonstrates composure under pressure, strong decision making, and professionalism in every interaction. His leadership, courage, and dedication represent the highest standards of policing,” Chief Steve Perez said.
Since 2003, this award has honored an officer who demonstrates exceptional service, dedication to the community, and outstanding performance.

Supervisor of the Year – Sgt. Doug Meuth
Sgt. Meuth has been instrumental in managing the Field Training Officer Program, overseeing six new hires and fostering a culture of accountability and professionalism. His focus on proactive policing has yielded measurable results.
Beyond supervision, Sgt. Meuth remains active in specialized operations, including the Hill Country Regional SWAT Team and child predator operations, and provided critical support during the Kerrville flooding. He has pursued professional development through Taser and Pepper Ball Instructor certifications, teaching Less Lethal classes, and attending the TTPOA Conference.
“Committed to efficiency and community engagement, Sgt. Meuth led the transition to the Brazos phone-based reporting system and continues outreach through programs like Red Ribbon presentations,” Chief Steve Perez said.
Since 2024, this award has honored leaders who go above and beyond, making significant contributions to the department, their team, and the community.

Dispatcher of the Year – Stephen Scott
Throughout Scott’s tenure with the Boerne Police Department, he has been involved in numerous critical incidents, including a residential roof collapse, multiple large-scale bomb threats, and several vehicle pursuits, including one involving two vehicles fleeing simultaneously.
He was also present on shift during an incident resulting in the line-of-duty death of a deputy. While not all these events occurred in 2025, each has shaped Scott into a dispatcher who consistently performs with professionalism, composure, and precision when it matters most.
“With over eight years of experience, Stephen serves as a steady presence in the communications center,” Chief Steve Perez said. “He mentors trainees, supports supervisors with console coverage, and consistently ensures appropriate resources are deployed quickly and effectively. His situational awareness and decision-making enhance both officer and public safety.”
Since 2006, this award has honored a telecommunications operator who demonstrates outstanding service, professionalism, and commitment to both the department and the community. Boerne dispatch serves all public safety organizations in the Kendall County, including seven fire departments, EMS, the Kendall County Sheriff’s Office, Fair Oaks Ranch Police, and Boerne Police.

Fit for Duty – SRO Cpl. David Chavez
Cpl. David Chavez was awarded the Fit For Duty Award for 2025 as the top performer on the annual physical agility test all officers must complete.

Top Gun – Patrol Cpl. Jeffery Wilson
Patrol Cpl. Jeffery Wilson was recognized as the Top Gun for 2025. This award is given to the officer with the highest hit factor in annual marksmanship testing, taking into account accuracy and speed.
