Jeff Carroll, the director of Engineering and Mobility for the City of Boerne, was named the 2024 Floodplain Manager of the Year by the Texas Floodplain Management Association.

Carroll received the honor at TFMA’s annual conference in March. He and other engineers from the Engineering and Mobility department attended the conference in San Antonio.

“The City of Boerne’s higher standards for floodplain and water quality ordinances are known throughout the state in the floodplain managers community,” Carroll said. “Other cities and counties are using Boerne codes as references for their own code updates.”

Each year, TFMA selects an individual from a city or county in Texas who has shown excellence in the field of floodplain management. Winners of this award have demonstrated dedication through administration of their community’s floodplain management program in pursuing the goals of reducing flood losses and preventing loss of life. Candidates for this award are nominated from outside their organization.

In addition to receiving the award, Carroll was a panelist on a forum of floodplain administrators discussing ongoing issues and topics in the field.

While at the conference, Assistant City Engineer Andrew Wilkinson passed the exam to become the City’s third certified floodplain manager. He joins fellow CFMs Cheryl Rogers and Carroll.

According to the TFMA website, the role of floodplain managers is expanding due to increases in disaster losses, the emphasis being placed upon mitigation to alleviate the cycle of damage-rebuild-damage, and a recognized need for professionals to adequately address these issues.

The City of Boerne is fortunate to have three CFMs as they and other staff work to reduce flood losses by implementing floodplain designations and restrictions outlined in the Floodplain Management Ordinance.
