About 50 Esperanza residents gathered last Wednesday evening to hear from the City of Boerne about transportation planning, roadway safety, and proposed mobility improvements affecting the rapidly growing area.

The meeting was organized by an Esperanza resident who asked City staff to provide an overview of current and future transportation projects.

The Esperanza master planned community is located outside Boerne’s city limits and was established by the Texas Legislature as a water control improvement district. The City of Boerne provides the development with trash/recycling, natural gas, water, wastewater, and reclaimed water through Boerne Utilities.

Additionally, as a part of the development agreement, the City of Boerne oversees the approval of the community’s plats and infrastructure plans.

Engineering and Mobility Director Jeff Carroll told residents that discussions are underway regarding a second roadway connecting the Esperanza neighborhood to Texas Highway 46. The new roadway would be east of Esperanza Boulevard and connect Highway 46 to Galisteo Road in the development.

City representatives recently met with the Lookout Group, the development company behind Esperanza, and work on the connection is expected to begin in late summer or early fall of 2026.

“Transportation planning isn’t about reacting to today’s traffic,” Carroll said. “It’s about using data to understand where our community is headed and making thoughtful, long-term investments that improve safety, increase mobility, and prepare Boerne for future growth.”

Carroll also reviewed the extensive history of transportation planning in Boerne and Kendall County dating to 1974. The presentation included in-depth explanations of previous mobility studies, including two previous Texas Department of Transportation planning efforts that were rejected by the Kendall County Commissioners Court.

The presentation outlined proposals the City has developed over the years to address traffic congestion and safety, particularly near the intersection of Herff Road and River Road. Proposed improvements at the intersection are slated to begin in 2032, depending on funding and the completion of required planning and design work.

The City will also begin a citywide bridge study Oct. 1 using funding from a federal transportation planning grant. The study will evaluate 18 bridges and help identify future maintenance, safety, and improvement needs.

Following the presentation, residents asked questions about traffic growth, project timelines, regional coordination, and how proposed improvements would affect travel in and around Esperanza.
