The City of Boerne will soon welcome its new Utilities director, Michael Brinkmann, who will join the City’s leadership team in mid-February.

“We are excited to welcome Mike to the City of Boerne,” City Manager Ben Thatcher said. “His experience managing complex systems and building high-performing teams will be instrumental as Boerne Utilities continues to prepare for the future while maintaining the high-quality, customer-focused services our residents expect.”

Brinkmann brings more than three decades of proven leadership in utilities, infrastructure operations, and strategic planning to his new role. Most recently, he served as the managing director of Garland Water Utilities overseeing all water utility operations, including a $112 million capital program and a $102 million annual operations budget.

Prior to his work in north Texas, Brinkmann spent nearly three decades with the San Antonio Water System, serving in several executive leadership roles, including vice president of operations.

While at SAWS, he directed the operations and maintenance of water and wastewater infrastructure, managed a $55 million budget, and led a workforce of approximately 600 employees. He launched new programs to strengthen efficiency, improve customer response times, and expand system capacity.

Mike has strong ties to Kendall County. His father’s family owned a ranch in Waring, and the maternal side of his family helped settle Comfort, where he delivered furniture and appliances for his Opa’s business when he was a teenager.

“I am excited to come home, as this part of the Texas Hill Country has always held a special connection to me and family,” Brinkmann said. “I look forward to working with City leadership and staff to ensure Boerne’s utilities continue to support today’s community while planning for the future.”

Brinkmann holds a Bachelor of Science in Civil Engineering from the University of Texas at San Antonio and completed an Executive Development Program in Construction Management at Texas A&M University. He is actively involved in professional organizations, including serving as president of the Texas Association of Clean Water Agencies.

“In his role, Mike will work closely with leadership to align long-term utility planning with broader municipal goals and foster a culture of innovation, accountability, and service excellence,” Thatcher said.

The City of Boerne conducted a nationwide search for qualified candidates possessing extensive utility experience and a strong commitment to public service. Following a competitive recruitment process, Brinkmann was selected for his depth of experience, leadership approach, and alignment with the City’s values.

Brinkmann will assume the Utilities director position Feb. 9 and will oversee the electric, water, wastewater, natural gas, and reclaimed water systems, as well as utility operations serving Boerne and its service area.
