After an extensive investigation spanning nearly a year, the Boerne Police Department served arrest warrants on Wednesday, April 16, 2025, for Richard Dean Hovey, Sr. and Richard Dean Hovey, Jr. Both men were taken to the Kendall County Jail.

The investigation involved multiple victims and numerous reports filed over the course of several months.

During the investigation, detectives uncovered an elaborate system in which Richard Hovey Jr. and Richard Hovey Sr. are accused of illegally taking victims’ money — the value of which was tied to vehicles — without the vehicle owner’s permission and intended to keep it for themselves. It was also discovered that all the money was taken as part of one ongoing plan or scheme totaling $300,000 or more.

Investigators also found that the two men misused property — including vehicles, vehicle titles, and U.S. currency — worth between $30,000 and $150,000. They did this while acting in a position of trust, either as someone responsible for managing the property or as someone expected to handle it properly.

The 451st Judicial District Court of Kendall County issued the following charges:

  • Richard Dean Hovey, Sr.:
    • Theft of Property ≥ $300,000 – First Degree Felony
    • Misapplication of Fiduciary Property or Property of Financial Institution ≥ $30,000 < $150,000 – Third Degree Felony
  • Richard Dean Hovey, Jr.:
    • Theft of Property ≥ $300,000 – First Degree Felony
    • Misapplication of Fiduciary Property or Property of Financial Institution ≥ $30,000 < $150,000 – Third Degree Felony
